Si segnala quanto comunicato dall’Ufficio Difesa Commerciale del Ministero Affari Esteri (DGUE – Uff. X) in relazione ai seguenti procedimenti attivati da Paesi terzi nei confronti dell’Unione Europea o di singoli Stati membri (difesa commerciale passiva), invitando le Associazioni a veicolare le informazioni alle aziende potenzialmente interessate:
1) STATI UNITI - la Commissione Europea (DG Trade) informa in merito alla possibilità riservata alle parti interessate di presentare richieste di revisione (entro la data del 30 novembre) di misure /procedimenti antidumping o antisussidi negli USA con scadenza a novembre (vd. tabella). L’Italia, in particolare, è coinvolta nel caso AD sui raccordi in acciaio forgiato (forged steel fittings).

2) STATI UNITI – riesame dazi AD riguardanti isocianurati clorurati (chlorinated isocyanurates, impiegati, tra l’altro, come disinfettanti o battericidi per piscine) dalla Spagna. Gli esiti del procedimento (il cui periodo di riferimento va dal 1 giugno 2021 al 31 maggio 2022) sono stati pubblicati il 2 novembre scorso, con margine di dumping per i produttori/esportatori in esame del 9,05%.

As part of an administrative review of an antidumping duty order, the US Commerce Department determined that sales of chlorinated isocyanurates from Spain were made as less than normal value during the period of review from 1 June 2021 through 31 May 2022. The following weighted-average dumping margins exists for the period of review.

3) CINA – avvio procedura di riesame da parte del Ministero del Commercio cinese-MOFCOM delle misure AD sull’import dall’UE di billette e lamiere/bobine di acciaio inossidabile laminate a caldo (stainless steel billets and stainless steel hot-rolled sheets/coils), ai fini del recepimento di relativa sentenza dell’organismo di risoluzione delle controversie OMC. 4) MAROCCO – con riferimento alle misure di salvaguardia sull’import dall’UE di pannelli di legno (wooden panels), si allega notifica, rilasciata dal ministero dell’industria e del commercio marocchino, riguardante attribuzione della quota parte accordata per il semestre 20 settembre 2023 - 19 marzo 2024.

5) MAROCCO – notificata l’estensione delle misure di salvaguardia (dazio ad valorem addizionale: 22% e liberalizzazione progressiva di 1 punto percentuale annuo) applicate all’import in Marocco di tubi e condutture in ferro e acciaio (tubes and pipes of iron or steel) dall’UE. Le misure, in vigore dal 6 novembre scorso, termineranno nel novembre 2026. In allegato documentazione di riferimento.
